HardOCP was one of the first big forums to use vBulletin. Kyle has gone through the story a few times before about the support and how it has changed(for the better).
They started to run into issues when they upgraded a while ago and for the most part seem to be doing a good job keeping up with them. Remember they are not a big corp with a few people that can do nothing but work on keeping the forums running.
If Kyle and Cliff knew exactly what the problems were, they'd be able to get them resolved.
To the best of my understanding as a regular forum admin (and not someone involved with the behind the scenes stuff), there are a couple issues.
While the hardware supporting the forums is top notch, they've been testing some cutting edge configurations that have not been tried with the software involved before.
The forums run on a MySQL database, which is open source. MySQL was never really intended to handle the load/volume that these forums get. It takes a lot of tweaking/optimizing to make it work well.
I do know that Kyle has spent a lot of time with both MySQL and vBull reps working on the problems.
