why does enabling HDR dim my screen?

Turning my brightness up doesn't help when hdr is enabled on my pc

You listed your whole build but left out the only part that matters... the display.
 
TCL is the problem. It is a crap TV with fake HDR like most budge to mid range TVs. Hell even some high end ones don't have full HDR.

A lot of displays claim to support HDR but they dont have any extra brightness on tap to use it properly.
To make the extra bright colours HDR should have stand out on a lower lumen display, normal use has to be darker. Then HDR looks brighter than the new crap normal.
Moral is get a decent HDR display.
 
Windows 10 is broken with HDR at the moment. That is what is happening when you enabled HDR in Windows 10 and the screen dims and turns grey. But that is by designso the display doesn't blind you. The broken part is if you still play HDR content, it doesn't trigger the TV into HDR mode. The only way around this that I've found is to trigger HDR in Windows 10 via madVR. Then it works properly.

This is the only correct answer in this thread. Windows 10 right now, on the 1709 version, limits the desktop to 100nits when you switch on HDR on a display that supports it. That affects brightness AND colors, which is why it all looks faded, dim and weird. I've scoured the web to find out that this is what is happening, I cannot recall where I've read it but I've seen references to this in a few places in the past 6 months. Next month's update will fix some of this, as it'll let you specify the level of HDR brightness you want for your specific screen. Eventually they'll rewrite the windows desktop composer so it doesn't treat white as FULL white value - thus going up to whatever nits your display can render, imagine a word document with 1000nits of white page, you'd go blind :D - and this kind of clunkiness of will be a thing of the past. For all of this to happen, windows needs to fully work within an HDR rendering pipeline, which it currently doesn't. It's coming, though, and again, version 1803 coming in a few weeks should bring us closer to that.

I think you mean Windows 1803! 1703 was a while ago :) https://thewincentral.com/windows-10-redstone-4-changes-new-features-28978/ lists the change, allowing you to adjust the brightness of SDR content displayed in HDR mode.

Although, I'd argue, with the current state of HDR you don't actually want to use HDR on the Windows desktop anyway. You really only want HDR on in full screen mode for the few games that support it and maybe any video playing apps that support it.

I tell you what; gaming on a OLED in HDR mode is truly epic. I hope Microsoft sorts out this mess and more HDR games come out.
