Why disable c1e and EIST?

I understand these are both features that lower the multi/voltage to save power/heat when the system is idle. Why does every overclocking guide say to disable these features? It seems to me when the system is under load these features will fire up the CPU to 100%, and when it's not active it will save power/heat, which are both things I want to do :)
