I already own a copy of Win 7.

As far as OSX vs. Win 7 I use both, I like both. Really makes no difference.

I will be using this mostly for CS4 and Lightroom.

I am also open to other suggestions. Please keep it under $2300
 
I am personally not a fan of Apple (Macs) so I have to go with option 1. It also happens to be the superior computer of the two. :)
 
If you want to be able to walk into any major retailer and buy software easily, option 1
If you want to be able to swap out just certain parts with ease for upgrades, option 1
If you don't want to pay a premium just because it's an Apple product, option 1
If you want to just buy it, turn it on and go, option 2

As far as overall power and better parts, option 1 is better.

If it were me, option 1. Once I had a PC like that, then I might grab a Mac later on as a second computer, but never a primary one.
 
Definitely option 1.
It's the superior hardware for less money, and Windows 7 is damn fine.
 
Option 1 but with the following modifications:

Faster than the WD 1TB Black drive yet is $10 chaeper:

Better quality and slightly more power than the 620HX yet is $30 cheaper:
$120 - Corsair 650HX 650W Modular PSU

Far better warranty and customer support than Sapphire yet is $15 cheaper:
$165 - XFX HD-577X-ZNFC Radeon HD 5770 1GB PCI-E Video Card

Only 270Mhz slower than theCore i7 860 CPU but is $50 cheaper:
$240 - Intel Xeon X3440 CPU

The above changes drops your subtotal by $105.
