I got an email from a friend. wants a new graphics card to play mainly dawn of war 2. here's his config:

C2d 775, E6400
geforce 7300le ------ Died
480watt standard hp psu
optical drives

his budget is max $200. here's what I think would be best BFB.

He has one screen and isn't planning of going tri monitor so:

and thus:
http://www.newegg.com/Product/Product.aspx?Item=N82E16817341017

if he doesn't want to buy a new psu I was thinking this:
http://www.newegg.com/Product/Product.aspx?Item=N82E16814150466
but I am not sure that this would be a good idea since he's running a stock HP psu ( probably a super cheap psu) and it might blow under load.

if he really doesn't want the hassle, I was thinking of just telling him to get a HD4350

Physical graphics card size isn't too big a deal, his machine is not a low profile machine, it is a midtower Hp system.

I think the Hd4770 and OCZ psu is the best combo. I don't know if the OCZ psu is good though. I have never purchased an ocz, however I have 2 silencers, one made after the ocz deal and it's good. I realize that FSP makes the psu's anyway, so this is why I was thinking of getting an OCZ instead of a more expensive corsair psu.

I figure this is the overall power consumption of his machine:

CPU: 170watt
HD4770: 110watt
various periphals: 80watts
headroom: 100watts

so is 600 watts overkill? Thanks a bunch

Thanks for any input guys.

The OCZ is not good enough. Also, Sirfa makes that particular OCZ PSU model. The only real good OCZ PSUs are OCZ's Z-series line. The rest are pretty much crap. Hell, the FSP made OCZ PSUs were slightly worse than the Sirfa build OCZ PSU. In fact, the Corsair 400CX that bluejrag0n38 posted is actually of better quality than the OCZ PSU you linked to. In fact, the Cosair 400CX is made by the same manufacturer as PC P&C's Silencer line: Seasonic.

The combo that bluejrag0n38 posted is just perfect for that budget. Yes the Corsair 400W PSU will be enough power for the E6400 + HD 5770.

And your math is completely off. Let's do a quick exercise:
Closest real power draw review I could find for a E6400 was this one based on a E7600. They are based on different processes (65nm for the E6400 VS 45nm for the E7600) but the power consumption should still be about the same:
http://www.xbitlabs.com/articles/cpu/display/power-consumption-overclocking_7.html#sect0

Now, at full load, the E7600 drew about 96W. That figure also includes an idle video card and a single hard drives. Fans and USB peripherals don't draw that much power. So combined that 96W figure with the 108W full load coming from the HD 5770 as shown in this review:
http://www.xbitlabs.com/articles/video/display/gpu-power-consumption-2010_3.html#sect0

That would be a total of 204W for full GPU and CPU load with the system (mobo, RAM, HDD, fans, etc) included as well. And to further backup that guesstimate, Corsair's own PSU finder says that the Corsair 400CX is more than enough power for a C2D CPU, HD 5770, and a single hard drive:
http://www.corsair.com/psufinder/default.aspx

So yeah, go for the parts that bluejrag0n38 posted

no, it was my falt. the tomshardware test included the wattage of the entire E6400 system

Thanks for the input guys!
