Which processor "guarantees" a 4ghz overclock?

Does 4.0ghz really make an impact over 3.8ghz in real world apps?I only noticed a difference from3.8ghz from 3.6ghz in 3DMark06, after i saw the score. Its an epeen thing, Will overclocking always be a pissing contest.

I don't think it does. I chose a 3.8GHz overclock over a 4GHz overclock because the former required a noticeably lower voltage and could run with hyper-threading enabled.
 
Despite my sig I'm only running about 3.9ghz now. Part of that is because a surge took out my old motherboard and my RAM doesn't OC nearly as well as it did with my old board. Anyways, I've noticed not a damn thing different going from 4.3 to 3.9ghz.
 
What kind of coretemp temperatures are you guy seeing your i920s at 4ghz at full load?
