hi, i would like to know which gpu is best to run 3 lcd`s something between 200-300$ with CUDA? i will use is for photoshop and gaming

You need 2 Nvidia cards for 3 monitors.. no one card for 3 monitors on that side.. Ati 7970 all the way since it can support 3 monitors or more prob off 1 card.
If you say CUDA, that is only supported by NVidia cards.

But gaming across all three wil be limited to less demanding games. If you only game on one monitor, then there is no need to pay extra. Just use integrated graphics or the cheapest graphics card which you can find.

how can i do that???I would say get any card and run the other two monitors off of the HD3000 built in for just desktop.

Buy an Nvidia 590 or just buy a card to run 2 screens and a USB Video adaptor for the 3rd screens.
3 Screens is kind of a pain unless you use it for gaming - I think 2 is better for productivity.
6950 will be able to do 3 monitors easily. It will play a ton of games at highsettings on eyefinity, some top tier games at medium, and some extremely tough to render games at low ( but you can always switch to one monitor if you have issues in which case youll be able to play on high again)
