Which Fan, L or M?

I'm designing a water cooling set up with a thermochill PA120.3. Since the fans will be right at the top of the system, my goal is to try to tweak fan speed so that the system is as quiet as possible. I'm still kind of confused tho. I understand if I don't want a controller that I should go with low speed fans. I guess the question is will I get enough cooling with these lower speeds or do I need the option with a higher CFM fan to crank it up some if I'm driving the CPU and GPU hard? Hence should I go with the Loon D12SM-12 for instance and just use a fan controller to tone down the noise when I'm not playing a game or whatever? Or does this radiator work just as well with the lower speeds?

If you go with the L1's you can get some 10 Ohm 1/2 watt resistors and drop them down to about 10V, 15 Ohm 1/2 watt resistors and drop them down to about 8 (ish) Volts, 22 Ohms 1/2 watt will get you around 7V. I'm using 15 Ohm resistors on mine and you can only hear the air moving. You can make a few differant leads and experiment with what is quietest for you.
 
you answered your own question, you can turn down a fast fan, you cant turn up a low speed one. Rad cooling effeciency is all about the difference in ambient air temp (cant easliy be changed, well you could leave the windows open in winter) and the coolant temp (cant easily be changed) and the airflow through the rad. (only thing you can easly change).

Fanmate2's are cheap.
