General Mayhem is a paid subscription type of thing. Most total trolls and jackasses won't pay the fee just to cause trouble. Incidentally it does keep out most of the trash as a result.
 
Oh, haha, I thought the second poster was describing what an off-topic subforum would be like, and I disregarded the rest of the jibber jabber. Now I feel like an idiot.

It also keeps out a lot of 'good' people as well as 'bad'. And you forgot about Folders, who for a few months of dedication can get access for life.

FYI: Off-topic forums are almost as harmful as World of Warcraft in terms of destroying people's lives - you've been warned. The fact that this forum's OT board is subscription-only is one of the only reasons I joined this forum to begin with, and one of the big reasons I don't post almost anywhere else.
