This is just a general question, my friend's computer won't boot up. It will turn on, but nothing seems to load.

only the cpu fan is operating, the hd doesn't load, there's no signal coming from the video card to graphics card, cd-rom doesn't open, and as far as ram goes, i don't know if it's working.

There is no busy light when the computer is turned on, it just sits there at a black screen. Is the mobo dead or the cpu chip, or both?

It means it's not POSTing. Could be something wrong, could be nothing wrong. It's time for the troubleshooting fun to begin.

First of all, did it work before, or is it a new build?
Are you hearing any beeps from the motherboard?
What are the stats of the computer?

The first thing I would try is resetting the CMOS, depending on the answer to the previous questions, specifically the 2nd one.
 
it was an old computer, around 2-3 years old that was sent by a friend.

It was working fine, but during it's arrival here, the heatsink fell off and hit some capacitors. A couple were bent no more than a 75 degree angle.

Sorry I can't provide some stats but there's no beeps from the computer. Because there were some bent capacitors when i first got it, I suspected a damaged mobo.

The only thing that is noticeably running when I turn it on is the cpu fan. No busy light, no screen, no BIOS, no ram testing, and no loading.
 
Pull all the cards, ram, drives, and processor/heatsink. Reseat only the processor/heatsink and try to boot it. You know it should beep that there is no ram installed. No beep means that something is fried. And there are only 2 parts to figure out. :)
