Want to turn it into a better performing gaming machine

Budget is around 250-300ish

Can stretch to 400 if needed.

-- your entire system setup, including case, storage HDD(s) (if you're using any), optical drive, monitor, and monitor resolution
-- which games you're playing (or want to play), and what level of visual settings you prefer
-- whether you live near a brick-and-mortar Fry's or Micro Center store
 
I would be looking for a videocard perhaps in the 660ti range. Your cpu boosts to 3.4ghz which should be okay.

But it's hard to recommend without knowing more about your specific situation.

1. cooler master haf 912, seagate stb 4tb for storage, asus bluray drive, xonar essense, samsung 2253bw(1680 x 1050).

2. skyrim, call of duty, need for speed, grid 2(when it comes out)

Just upgrade the video card to the HD 7870 2GB. Then use the leftover cash for the Samsung 840 120GB SSD.
 
PSU supply enough power for the 7870?

A 520W Antec Neo is plenty to run that card. AMDs recs for the card are a 500W PSU and all graphics card manufacturers are pretty conservative on their estimates of what's needed. They seem to make their estimates based on a BrandX PSU, 130W CPU, 6 hard drives, 6 case fans, etc.

You have a good quality PSU and CPU with only modest energy needs (95W TDP and you aren't using the integrated GPU so it doesn't even use that much juice).
