What is CPU Cooler, mine always say 100% 5000 RPM

What exactly is the CPU Cooler.

Im going to assume its the CPU liquid/water cooler.

This is the first system i've owned that has one of those liquid/water cooling

Can someone explain something to me,


under my thermal settings, it always says 100% and about 5000RPM

i looked inside my case, and i saw that the pump fan was plugged into the pump fan, which seemed correct,
so i plugged it into the cpu_fan to see what happens, and it changed to 20% and about 5000 rpm

where exactly this this cpu cooler, i dont see any other fan anywhere, what exactly is turning at 5000 rpm,

my desktop is really quiet, so im confused about this, the temperature is fine on my cpu,

is 5000 rpm normal? its seem to much
 
As stated, it's coolant pump, but I wonder where the radiator fan speed is .. it is usually shown as well.
