What could be wrong with my brother's PC?

same, doesnt mean weve seen the same shit. i wouldnt have suggested it if it hadnt worked for me before. but again, he is past any of that anyways.
 
We're going to try what pendragon1 suggested tomorrow.

However, in case it doesn't work, how does the following pre-built PC look? He has a 1080p 120 Hz monitor. Will the following PC be able to play literally anything at 1080p? I know it might be expensive for what it is but we just want to get something to hold him over till the prices are still high. He'll probably sell this pre-built and build his own once he gets the chance and also upgrade his monitor.

and as a side note, we have switched over to lenovos at work as they are real easy to deal with and gave us better deals than acer or dell. we've been really happy with them.

One more thing...

The monitor he currently has is the old Samsung S23A700D. 1080p 120 Hz. However, it only supports 120 Hz over Dual-Link DVI and not HDMI (where it is limited to 60 Hz). I read around and it seems he'll need a DisplayPort to active Dual-Link DVI adapter. Any recommendations for a good adapter?
