Yes, great of AMD for making a pretty blue rectangle around a horrendously incompetent cooling design.
It's curious that didn't use a DWDI fan. With a hub that thick and deep, with that RPM you could be starving it of air.
That said, if it was runing at 60C, then the cooling solution isn't inadequate. I'm not sure water would help much. I wonder if we clocked down the HBM2 it would lead to significantly more GPU headroom. That would tell us if it's the GPU or HBM2 that's the limitation.
