usb2/fan not running after building pc

so usb2 in the back panel works fine, just the front port does not! though the usb3 in the front is ok....odd. what might be the problems here?

and on my case there are 2 fans. while the vents do not get hot, i notice the fans are never on, just sitting there.

did i screw up, and how can i fix these things?
 
What motherboard do you have? Are you using a fan controller for your fans? Are all the USB ports hooked up to the motherboard or something else? Does it appear like anything is unplugged from your motherboard?
Also: The fans might just be turned off by the mobo because they aren't needed. I wouldn't be too concerned with that unless your temperatures are off the charts. (I recommend using speedfan to check all your temperatures)

seems like everything is plugged in. usb cables plugged into mobo.
 
All the fans should be plugged into something. If it is directly to the power supply they should be spinning all the time. In terms of temperatures under 80 degrees Celsius is a pretty common goal for most things.
As for the usb that isn't working have you tried attaching it to a different usb 2 connector on the motherboard?
