USB Audio crackling

I have crackling over USB audio devices on a Dell T5500 this happens with both my Corsair V2000 and Fiio USB DAC/AMP, I've tried updating all of the drivers including chipset drivers and nothing has worked yet.

Win 7 x64, any input :(? this is driving me bananaaaas
 
it's all of the time(not just when adusting volume)

it happens on and off, it seems to be better if I reduce the setting from "48khz" to "44.1Khz" in audio properties , and more so when there is heavy network traffic (transferring large files between VMs).
