I have two friends who have asked me to build them a new computer and so I seek advice.

Build 1

1) What will you be doing with this PC?
Games (WoW, Hearthstone), Photoshop, MS Office, Web design, streaming (Netflix, torrent, Hulu, Prime, Youtube).
2) What's your budget?
$700-$800 MAX
3) Which country do you live in?
WA, USA!
4) What exact parts do you need for that budget?
Motherboard, CPU, RAM, CPU Cooler, Graphics card, 1 SSD, 1 HDD, May get new case if really cheap, suggestions?
5) If reusing any parts, what parts will you be reusing?
Case, PSU, CD/DVD Drive (I don't know what she has)
6) Will you be overclocking?
No
7) What is the max resolution of your monitor? What size is it?
1080, some PoS 32" Dell TV/Monitor thing.
8) When do you plan on building/buying the PC?
Right away.
9) What features do you need in a motherboard?
Nothing specific.
10) Do you already have a legit and reusable/transferable OS key/license?
Will be going to Windows 10

This is an inexpensive build so "more bang for your buck" is preferred here. Maybe AMD CPU and GPU?

Build 2

1) What will you be doing with this PC?
Maybe gaming, nothing intensive, Streaming (Chaturbate, Youtube, Netflix), This will be primarily for video encoding and editing of 4K GoPro footage.
2) What's your budget?
$1000-$1200 MAX
3) Which country do you live in?
WA, USA!
4) What exact parts do you need for that budget?
ALL (Current PC is a laptop that is 3-4 years old)
5) If reusing any parts, what parts will you be reusing?
None
6) Will you be overclocking?

A TV, Don't know the size or resolution. He may buy a new TV in the near future.

ASAP

Anything related to video encoding.

Windows 8.1 Will move to Windows 10

Again, this is primarily for video editing/encoding with a possibility of some gaming (Racing-car games most likely) if any. Advice on GTX 970 or an AMD equivalent. I am thinking of making this an AMD build as well since I heard AMD cards are better for photo\video editing over Nvidia and AMD CPU's have more cores at a lower price compared to Intel even if they are not as well optimized.
 
I'm 90% sure neither setup will require an AMD CPU. But to cover our bases:

For system #1: What case and PSU does she have? Absolutely important information as there's no point in doing a new build if either the case or PSU are too crappy to support it. Also, Windows 10 hasn't been released yet. So what OS will she be using until Windows 10 is released?

For system #2, what programs is he planning on using to do video encoding and editing? Also, find out exactly what TV he has as that's going to determine what GPU he should be getting. Finally, is the cost of Windows 8.1 part of that $1200 budget?
