I have an HTPC that I sometimes use to encode movies and such. Its got a stock CPU cooler and when run at 100% it gets a bit warm. There is a spot for up to 3 80mm case fans right by the CPU. Is is possible to install a fan (or 3) and use SpeedFan or similar to turn OFF the fan when the CPU is below a specific temp? I dont want to just turn it down but the fan to be totally off unless the temp gets above a specific temp like when encoding. I tried myself with a fan I had from an older box but couldnt get it to work.

Does this work at all but only with some fans or what?

With Asus Fan Xpert you can create your own fan RPM curves and also have a option to turn fan entirely off based in system temperature..
 
I have a BitFenix Recon touch screen fan controller, can be configured to do this with each separately.
 
Most EFI boards have fan profiles that you can set for the system fans and some even allow for CPU fan control. I believe you need 4 pin fans though

Id prefer not to have to buy anything additional if possible but will if thats my only option.

The board does have 4 pin fan connections but the old fan Ive been using is only 3 pin. I'll buy a 4 pin if I know it'll work for my needs but I dont want to waste the money if it wont. :/

That's exactly how my pc is rigged to work. All 4 of my case fans turn completely off when temps are good. And no you cant do it if you're not willing to buy anything else.
 
If your motherboard supports turning the fans off at low temps, then a 4-pin fan is your best bet.

Otherwise, the simplest (though maybe not the least expensive/best looking) solution would probably be to buy a switch and cut/solder/splice it on the cable, though you'd need some tools for that (soldering iron or wire crimper, heat gun optional for heatshrink). Or else, you could buy a cheap pci slot fan controller (which will usually have a fan connector already) and use that at it's lowest setting (not sure if it'd turn it off, depends on the potentiometer and fan)...can't seem to find any that look reliable.

Then, there are full-blown fan controllers, which can control the speed of a number of fans at once (usually around 6-10), and can sometimes have sophesticated RPM curves or "cooling zones", while others are simply a line of really expensive switches. o_o
