Trouble shooting a power problem...

I got this old Dell that looked good except for the fact that it was missing a HDD. I am pretty sure before I got the drive I had tested it and it was running ok. Anyway I got the new drive and put it in and I can't get it to power up. I checked the power cord. I checked all the attachments to the power supply and the PC's power button, they were all good. I am getting some amount of power because I have a light on the mobo. I tried shorting the power jumpers on the mobo manually and that didn't work. Any ideas?
 
Does the PC still boot despite the hard drive?
 
Which Dell do you have?

If you can, test the CPU and RAM that it came with in another PC.
If that Dell isn't using a proprietary PSU, (anything newer than 2006 should be ATX compatible), try a different PSU.
