Thoughts on a new rig

So I need to build a new computer and hopefully update mine. The first is for my mother and I'm hoping to make it a christmas gift. But if I can get some good deals on it early enough I'll just build it ASAP and give it to her early.
The first PC:
1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Light gaming such as Starcraft 2, Warcraft, Civ5. Office 2010. Web browsing. Storage of family pics and documents.

2) What's your budget? Are tax and shipping included?
Overall budget is about $400. Possibly $600.

3) Which country do you live in? If the U.S, please tell us the state and city if possible.

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
I just need the tower and itscomponents. Already have the peripherals.

There are no really special features that I need.

I have a 64 bit version of Win7.

The second PC:
Apparently my PC is very outdated. Currently I have an Antec 900 case, 2x WD Raptors, Asus Striker Extreme, Intel Core 2 Quad Q6600 Kentsfield, 4GB of Corsair DDR2 800, Antec True Power Trio 650W, and a new Asus Geforce GTX 560. Recently my old BFG 8800GTX OC2 died. I tried the card in a different rig and it still didn't work so I replaced it with this card. Anyways this morning I turn it on and I get no display. I still have to finish troubleshooting but I believe my card crapped out again. Anyways I want to update this thing. So here are the questions answered:
1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Gaming with newer games like Batman, RAGE, etc. Plus some Office 2010 work and web browsing.

$600 but I'd like to replace some of the core components for much less.

I'd like to replace the case, cpu, mobo, ram and psu. Preferably a taller case.

I'll be reusing the video card, sound card (the original X-Fi Fatal1ty card from Creative Labs), optical drive, and hard drives. As well as my peripherals.

Honestly I can't think of what special features I need. I won't be using SLI I know that though.

Win7 64-bit.

Now between the two computers the second will take precedence. I need it for work. My mom doesn't. :)

+1 to this, we can easily help you but your post is a little confusing. I would recommend going with an AMD build for both of you and by using some of your old components you should be able to do it. Although I must confess I am a little puzzled by the double gpu failure? What psu are you using make & model, how old?
 
Thanks for the reply. The PSU is an Antec True Power Trio TP3-650 650W ATX12V. It was bought back in January of 2008. I'm not too surprised by the dead of my 8800. As time went on it started to give me some weird issues. Anyways may it rest in peace. The death of my GTX 560 is shocking to me. However, I have had bad luck with new components in the past. Especially hard drives. They all seem to die within a month but once replaced work normally. I'm not too interested in an AMD build but I would consider it. If you need me to clarify anything else in my posts let me know. I'm happy to oblige.
 
well given your budget constraints. You are trying to build 2 machines right? Is that upgrade one for yoruself and go cheap on whats left over for your mom?
 
Ah I see the problem. No each budget is per computer. I may hold off on building my mother's computer until november if necessary.
 
ahh ok now I see. I will show you what $400-600 will get you intel based and you can pick and choose. Does your mom game? if so what games?
 
Nothing hardcore. Starcraft, Warcraft. Maybe I can get her into Civ5. Plus she does the usual Facebook games lol. :)
 
That seems like a pretty good rig! Except we can nix the video card. I'm going to have my GTX 560 RMA'd and replaced. So that leaves a bit more room.
 
well more is a good thing but considering the use of the machine it would be over speccing it considering its modest use.
