Tempuratures causing my crashes... ?

I have a system I've used for just over a year now but I am having issues with it that are causing me a lot of stress. I recently reloaded Windows at a LANparty as my brother had infected me with some violent spyware but the installation rebooted partway through, it continued normally so I just left it be since I was in a hurry and had no issues.

However a few weeks after I started having issues with games (Mainly World of Warcraft) where after a bit of gameplay it would just lock up, black screen and reboot. First I blamed Windows and have been unable to reinstall due to lack of CD at the moment but it doesnt crash in anything else... I've reinstalled WoW and done all the updates but to no avail. Then I looked to my PSU as the voltages were out of wack to me but many say they are in the +/- 10% range so its not an issues. Now I'm looking to my CPU or the rediculous tempuratures it is operating at.

The highest temp I have recorded so far has been 67c during WoW gameplay before a crash and somewhere between 59-61c during idle in WindowsXP:professional. My cooler is currently the OEM Intel cooler with ArticSilver2 applied. (After cleaning off the OE TIM of course). Now I will say that my house is slightly warmer than usual but nothing rediculous and my system (Northbridge) temps are stable at 39c idle temp. My video card (Radeon9600xt) is running around 48c when I check from the ATI overdrive panel. I dont understand how my CPU can be peaking almost 20c higher than room tempurature or system temp.

Now I was previously utilizing watercooling with a Maze4 waterblock, BlackIce 120mm rad and Eheim 1048 but my temperatures were no better with that setup either. Does this chip run horribly hot by nature and is not my issue or is there something else amiss here?

That is EVERYTHING running inside my case at the moment. My PC is currently not overclocked however it was previously overclocked to 3.3GHz at 1.65vcore. I know that Windows is being a variable but I think my temps are a cause of some concern if not the root of my issues, which may have been the reason for Windows locking up during install. I appreciate any info that can be provided.

I'd double check to see if your HSF is seated properly...or just remount with new thermalpaste. 59-61C is pretty hot at idle even for a Prescott.
 
Check your HSF and I'm wondering if you haven't damaged the core somehow by running it at 1.65V.That's huge for a 90nm proc.

Hmm, that didnt seem like that much voltage to me considering I use to juice my AMD's with about .3-.5 more than normal and back in my K6/2 days I pumped 1v+ into a 450mhz chip to obtain 600mhz. :) I suppose its possible, I never really researched the P4's for overclocking and safe tolerances, I just sorta tested with it until I was happy.

On another note, I have done three seperate Prime95 tests, 1 day each... one focusing on mem, another on fpu, and another in 'torture' mode. None of which ever crashed, with a peak CPU temp of 65c.

I checked for HSF seating, it is fine... I would think I would have noticed a differance from going back to aircooling from the watercooling atleast.... I'm at a loss for words as to the cause, I'm still trying to obtain a disc with WinXP so I can nix that out as the crash source... but I dont think Windows would be causing my CPU to run at rediculous temps... especially since the load is nominal when looking at the Performance Manager.
