T-Mobile 1900 MHz refarming question

I live in a city (KC) that has had the T-Mobile 1900 MHz refarming completed. Does this mean I should be able to use any unlocked AT&T phone on the network and get 4g (faux g) speeds?

In certain areas you can even use LTE on T-mobile. Where I live I have a Lumia 900 that works just fine on LTE with a T-Mobile sim card.
