Looking to upgrade my setup (mainly to play Battlefield 4 on Ultra)

My current setup :

GPU : 2x EVGA 560 SE 1GB
MB : ASUS Sabertooth X58 LGA 1366
RAM : G.SKILL PI Series 12GB DDR3 1600 (PC3 12800)
CPU : i7-950 Bloomfield 3.06GHz LGA 1366 @ 3.70 GHZ
Cooling : CORSAIR Hydro Series H60

I'd like to spend ~ $500 on upgrades.

Where would I get most bang for the buck?

The GTX 760 is only $259.99 on amazon.

My 2nd GTX 560 gets very low GPU utilization in game.

Seems like my CPU / MOBO are bottlenecking things.

The bloomfield is first gen quad core.

I'm leaning toward an i7 3770K and a new motherboard.

I'd be able to reuse my RAM & CPU cooler (I think)

sounds legit, but a Decent MB/CPU combo gonna cost Around $350-400 and it might not open it up enough to make that much of a difference...... Sli 760s gonna beat a 780, from what im reading, but not by much. in your case a stronger single card might be better.

Core i7 3770K 3.5GHz $249
ASUS P8Z77-V LK LGA 1155 $129

Versus

GTX 760 for $259

Guess the graphics card is better dollar for dollar.

If your goal is $500 though you can get a 780 for right around that price, and imo will suit your needs better than your 560s in the new setup.

Single fast card is almost always better than SLI'd inferior cards, right?

Technically the SLI 760s are about %15-20 faster than a single 780, but that's in synthetic benches, in an optimized rig. I would say in your situation the single card is going to perform better.

Running SLI cards now I realize that the 2nd card rarely gets close to even 50% GPU utilization. Even with SLI software optimized it's still a limited technology.

That's also more due to SLI requiring more CPU overhead than AMD Crossfire. AT least that was the case a few years ago.

In your case, you're better off just replacing the CPU, motherboard, and GPU. Though depending on your answer to tiraides question, you may have to up your budget by another $100 or so.

Also, where are you seeing the 3770K for $250?
