1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Gaming. Specifically Fllight Sim and racing games

2) What's your budget? Are tax and shipping included?
$1000 can go over on shipping if needed

3) Where do you live?
Memphis, TN (Newegg is taxed here)

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
MB, CPU, Memory, case, int HDD and PSU. Optical drives can be reused/sourced at later date

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Optical and interface parts only

6) Will you be overclocking?
No

7) What size monitor do you have and/or plan to have?
22" LG, will expand in future to a triple monitor set up.

8) When do you plan on building/buying the PC?
Within the next month

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? etc.
Probably a full feature board for future expansion.

10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?
No, will need to be part of this build.

This is actually for a co-worker of mine. I am not familiar enough with newer components and multi monitors to confidently suggest a build list. As stated, he enjoys playing different flight sim games. He tells me the latest wont pass hardware verification and a previous version has to be run on very low detail. He wants to see what he is missing.
