Streaming games from AMD cards?

I have an older machine with a 4th gen intel CPU and an RX580.
Moonlight is not an option because its nVidia only. Parsec doesn't work. AMD Link doesn't work. I tried many times and researched possible solutions online.
I want to stream to a smartphone. What are my options?

I’m not following “stream to a smartphone.” I know you can use a smartphone as a camera in OBS for free even.

In this case, "stream" is equal to "remote play".

Try Sunshine - it's technically moonlight ported for AMD, and I've tested it before. Not as quick as cuda transcoding, but it works, all you need is moonlight clients to connect to it.
