Slow Windows 7 hard drive performance

My computer has been running unbearably slow when extracting archives, loading games & programs, and starting. My drive health checks out fine. Here is a screen shot of my HD Tune performance.

It is a 320gb 7200rpm Western Digital sata drive. I am running an Abit IP35 Pro mobo with a Q6600 @ 3.6ghz using Win 7 x64. I have installed all the intel chipset drivers. Here is a screen shot of my device manager.



any ideas what is causing this terrible performance?
 
Do you have any crapware/spyware running in the background that is scanning the hard drive?

I uninstalled the SATA drives and reinstalled them and am now getting this.
