Is this a good PSU? I'm considering it for an HTPC build because it's modular. The system will probably never consume more than ~150W...

At $90 shipped, that PSU is not a good choice for the money since the significantly better quality Seasonic costs $4 less:
$85 - SeaSonic M12II 520 Bronze 520W Modular PSU

For the record, that Silverstone PSU is FSP made. FSP made Silverstone PSUs are generally ok-ish. Only problem is that they tend to cost just as much as higher quality PSUs.
 
Thanks for the response. It's actually $67.50 around here, which is why I was considering it over the Seasonic (which is $82.50). Should I still avoid it or is it a decent deal at that price? I've also read that on the Seasonic, the PCI-e power connectors are not modular, and I'd have no use for them in an HTPC. Anyway that isn't terribly important of course, it's not that hard to hide a few more connectors if the PSU is of much better quality.

The 500W Strider Plus is actually a pretty decent PSU, and it has the advantage of being fully modular. If that's an attractive feature to you and you want to save a few bucks, there's no big advantage to getting the Seasonic. It is better, but I don't think it's worth the increase in cost.

The PCIe connectors are modular, I have the M12-II 430 and 500 and the only fixed cables are the motherboard ones.

I think you're right about that. In Seasonic's diagram on the product page, all PCI-e connectors are indeed modular. Though if I'm reading this right, there still will be an unused EPS12V connector that's not modular.
