Hi, I'm looking for a 980 that is silent at idle and is quiet at load and has no power noise (Buzzing or whining or anything similar).

I have tried 1 reference on 3 different power supplies and all did the exact same noise, I then tried another reference on my main power supply and it bzzd. I then tried an Asus strix 980 which claimed to reduce power noise but it still buzzes (And doesnt fit in my case anyway, asus' measurements are wrong).

My final 2 options for cards that fit are the Evga ACX (Not classified) and possible the Gigabyte Windforce which may be awkward getting into the case due to its length. Which one is more likely to not have power noise? For me the EVGA one will be easier to fit in so I'm kinda leaning towards that.
 
I own a MSI Gaming 980 with the Twin Frozr V cooler and I have been very pleased with it. I would say it matches your needs exactly; silent at idle, remarkably quiet under loads, and mine hasn't exhibited any sort of coil whine either.

Personally I would highly recommend taking a look at one.
 
It would also help to list what kind of power supply you have. I quality power supply goes a long way in providing clean, ripple free 12v voltage, which would reduce the stress on your gpu's vrm possibly helping with any buzzing or coil whine.

The ASUS Strix is a good card, but I ended up ditching my 2 for MSI's because of the crazy amount of sag the Strix has...

I dont think the MSI Twin Frozr V fits in my case but I will double check.

EDIT: It seems to fit but has "connection" issues. I'm not entirely sure what this means though. Im guessing its the cables press agaisnt the side panel but this can be easily modded so I may try this.

At idle mine is silent like it is supposed to be but at anything above about 40% load it buzzes a lot and I find it annoying.

I have never heard my Gigabyte G1 Gaming.... its nearly silent, and very quiet at load.
