Should I be worrying about this?

The ATX spec specifies a 5% tolerance for the 12 V rail, so if that's the actual value (and not just a dodgy sensor), then yes, it would be too low and might lead to (stability) issues.

In other words, grab a DMM :)
 
Unfortunately, I don't have a DMM, and I don't really know where to
get one.

Stability wise, though, this computer is fine.

I can't really think of any other issues except for the fact that I can't
overclock very far (Mobile 64 3200+ @ 2220 Mhz). It might be
the board or the CPU, but I don't have any hardware to test it.

(I've read that people with the same setup can at least get to 2300 Mhz).

So... Where might I find a DMM?

as alluded to by Elledan
software monitoring is great for compartive monitoring
(rail stability)
but till its calibrated, definitive values are problematic
(thus you can alter the values per rail in MBM)

there is the additional drawback in software monitoring, in that it cant monitor startup
and since that is where there is such an increased load from overcoming the inrtia of the drives (spinning up the disks) a DMM is kind of handy if your a real "test" freak

Radio Shack should have some $10 or cheaper DMMs. Apparently every shop out there, including pet shops, seem to sell at least one type of (cheap) DMM :)
 
Got mine at WalMart a couple of years ago for $15. Serves it's purpose.
