Shorted USB Killed Desktop?

Okay,
So our curious puppy decided one day that my mouse would make a nice chew-toy while I was at work and the wife was at the store. He chewed through the cord.

Well when I got home, my monitor was on and Windows was on the screen but the system was frozen. When I went to restart, the fans spun up, I could hear the HD spin up but the monitor was receiving no signal...

After doing some research I picked up a new power supply and installed it tonight. Same thing. I unplugged the power cord, took the cmos battery out, pulled the jumper, pressed the power button for 2 minutes and then let it sit for 15 minutes, put the battery in, put the jumper on 1-2 (clear) and plugged it in. Powered it up, and same thing. Returned jumper to 2-3 (normal) and still nothing...

What throws me off is the fact Windows was frozen on the screen when I got home...

Any ideas before I replace my motherboard? :(

Windows froze because the video card was no longer receiving information from the system so that it could update the screen. The shorted USB cable killed the motherboard. You can try the troubleshooting steps as suggested, but I can almost guarantee you'll be buying a new board.
 
I dread animals that chew for that reason...same thing would happen if you managed to fram a USB plug in upside down....it lets the proverbial smoke out.
