Would like have as much storage as possible and be fast enough to support multiple streams. Small and low energy draw are also bonuses but not requirements.

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Will be seeding torrents and running Plex for HTPC.

Case, CPU, RAM (ECC?), Lots of HD, etc. No need for monitor or peripherals.

Need some help here -- I'm guessing RAID and Gigabit NIC

Will be using something free -- either Linux or FreeNAS. Leaning towards Linux.
 
I've looked into similar requirement. You'll find that a mainstream i3, possibly Haswell Core i3-4130, is the best way to go. Sure you can get a Pentium G3220, G3420, or G3430, but the cost difference isn't much and if you need more CPU processing power in the future, the i3 will come in handy.
 
Do you already have a flash drive 4GB or larger?

- Yes that is 12TB of raw storage.
- That motherboard comes with a free 16GB flash drive if you buy it ASAP. In addition, it also has 8 SATA ports which fits perfectly with the case which can fit 8 hard drives as well.
- Honestly, you don't need a 550W PSU. However, that Seasonic is one of the cheapest better bang for the buck PSUs that's really efficient.
- If you need to add another 4 drives in the future, then I recommend this module:
