Seagate IronWolf Pro 28TB performance issues

I got a Seagate IronWolf Pro 28TB from newegg. Every transfer I do maxes out at 125MB/s and i'm not sure if this response time is what it should be either (jumps from 0.5ms to 1100ms).
I tried downloading some seagate tools and doing tests but everything seems normal there.

is it normal? I remember having hard drives 20 years ago that did 250MB/s...
 
I'll start with the obligatory change the power (try a SATA power connector on another power rail if possible from the one it is using now) and data cables and try again. What port is it attached to (AIB, motherboard CPU, motherboard PCH?) What OS? Do you hear any weird clicks like the heads trying to reposition over and over in 2 second bursts? Is this a completely blank drive? While reads are slow they are relatively stable. The writes are sawtoothed which usually means contention of some kind. Turn off any antivirus temporarily and try again if the cable/power didn't help.
If none of this helps, do a long test (I believe you already did the short test) in SeaTools and see what that says. Please also post a SMART listing.
