RX 470 fault?

i just purchase rx 470 1 month ago. At first the card very stable, never go up to 60 degrees. but after i overclocked for a while, i got spike lag randomly in Overwatch and other games.Plz help!
Update, when i check the gpu monitor, the card went from 1260mhz to 300 mhz and then back up again

Your card is throttling it is reaching some limit when producing to much heat, your solution is to make the fan run faster or ramp up your fan speed automatically faster.
Both can be done in Wattman.

You mention you overclocked. Did you remove the overclock?
You mention 60 degrees, "at first". What are the temps with the overclock?

The score on unigine valley is 1719(ultra, AAx8,1920x1200p), overclocked from 1250mhz to 1290mhz. Maximum temp is 71 degree(with 60 degree gpu temp target)
Other score on unigine valley is 1828(same setting as above), (same setting as above too)just change the gpu temp from 60 to 80. and the temp went up to 78
Without overclock the score is 1761, max temp is 63
My gpu is asus strix rx 470 4gb oc

Sounds like you already have your answer. The card is throttling because you asked it to be at 60c. Without adjusting the fan profile it's hopeless.
 
Also, set your frame rate to match your monitor's refresh rate. Overwatch tends to push GPU's to 100% when it really doesn't need to, hence the high heat.
