Ok so, I just put this system together but Im going to still upgrade the Video Card and I also want to overclock it.

I have:

Intel X58 mobo
i7 920 stock
Viper DDR3 mem 8-8-8-24
2 - 74GB Raptors in RAID 0
1 WD 160GB as Backup
1 Plextor DVDR drive
and a Radeon X800XL !

Right now I have an Antec modular 550 .....

For a single-card setup:

Corsair 650TX
Corsair 650HX
Corsair 750TX
Corsair 750HX
Seasonic M12 700W
Seasonic M12D 750W
Antec TruePower TP-650
Antec TruePower TP-750

Ok so basically I have to at least have a 650W PSU right ?
Im very interested in a VERY quiet PSU as I dont want a noisy rig no more.

Hows the Corsair 650 gold ?

I also plan on getting the Corsair obsidian case and the Water Cooler :D

What video card will you be upgrading to? And which 550W modular Antec PSU are you using? Chances are you're fine with what you have and you won't need to upgrade.

I've been wondering... where are you guys getting your ideas on PSU (wattage) recommendations? What is your criteria? Max power draw must be x% lower than the PSU's rated wattage, maybe? x is what?

I have two methods:
Method 1: Just use Corsair PSU finder, plug in the parts, look at the PSU results and base my recommendation off the lowest +12V amperage from those PSU results. Fairly accurate but a tad conservative. Big con is that Corsair's lowest PSU is the 30A 400CX. So there is a possibility that a lower wattage PSU than that can power a certain rig.

Method 2: Find the TDP figures for the CPU and GPU. Assume 25W startup power for each hard drive. Assume all power is being drawn from the +12V rail. Add up all those figures, tack on an additional 40 to 60% of additional power for headroom and optimal quiet, longevity, and temperature range. Recommend a PSU that has +12 wattage/amperage that matches that figure.

EDIT: Though after a few weeks/months or so of recommending PSUs, you do sort of develop a "hunch" about what PSU is necessary for a certain system.
