its really weird, whenever I hover my mouse over things sometimes, in any prog, firefox, steam, chrome etc i'll get this weird artefact of some sort, (it's usually green) for a split second, it changes in size and how frequent it happens depending on what it is, for example if i over over the 'general hardware' link above, it might take like 20 secs for one to appear, and it's a really small one, in comparison to the vid below, steam it happens more frequently... my temps are all fine, my drivers all up2date on everything. it's been happening since i got my rig, I've just ignored it, but it's starting to bug me now.

Run all the anti-malware scans that you can do (Microsoft Security Essentials, Malwarebytes, SuperAntiSpyware, Spybot Search and Destroy). Also, check to see what apps are running the background that could be taking up excess CPU. In addition, completely uninstall the video drivers and reinstall the lastest GPU drivers.

Are you willing to reformat and reinstall Windows 7?

thanks for the help, have ran anti virus software, also reinstalled gpu drivers.

Reinstalling windows can be done, but preferably if all else fails. Do you know what usually causes this?

The few times I've seen this is due to the following:
1) Messed up GPU drivers
2) Background apps taking up a lot of resources
3) Malware
4) Fucked up OS.
5) Really slow hard drive.
 
well. I fixed it... i feel a bit stupid for not trying this before.. and it's weird that this has fixed it, but I have tested it for the past 10 mins over and over..

And if I change my cursor to 'black' instead of white there are no artefacts like in the video... At all.. as soon as I change to a white cursor (aero or non-aero) the issue comes back, if i use a large white cursor, the artefacts are exaggerated

really, really odd.. I can live with a black cursor though. Actually looks better imo.
 
I'm pretty sure it's your Windows install being corrupted then, chances are whatever files tells your OS what to display for hover text has been corrupted/are missing. Try doing a Windows repair instead of re-install. If that doesn't work, see if you can manually locate the files/images for pointers (google it if anything) and manually copy paste a fresh version.
