I cant play the audio clip, its blocked by my PCs security:

Not trusting the link, but try updating your drivers. Realtek updates them like every 2 weeks.
 
That's weird I use that site all the time. I'll try an update and get back.

Edit: Well it's still here. :(
 
See if the same noise happens when using headphones.
That way you can at least rule out your hifi + wires or perhaps attribute blame :)
It will narrow the scope a bit.
