It's a bit of a rabbit hole. I guess I should have been more precise with my question.
Can my friend not using a PC, just his Q2 play multiplayer games together with my setup?

If the game supports cross platform play. Completely depends on the game.
 
Wanted to play Arizona Sunshine with my bro but it doesn't seem like that will work :unsure:
 
Yes, Onward is a really good one that you can play cross platform via Steam, Oculus PC and Quest/Quest2.
