PSU vent facing directions?

I have Coolermaster Cosmos S RC1100 case and just bought Coolermaster SilentPro700 PSU. Since the case have this weird filter on the bottom it suggesting that you put the PSU inside with the fan downwards. Coolermaster also direct that you face the fan downward.

On the other way, doesn't the fan of the PSU draws hot air FROM the inside to the outside? So isn't batter that you face the fan upside so it draws the extra hot aid outside?

What is your suggestions?

You generally don't rely on the PSU fan to cool the inside of a PC well. There's really not much difference with the PSU fan facing up or down besides the fact that cable management will be harder with the PSU fan facing up, drawing air from inside the case, and exhausting it.
