PSU too big for new build?

I have the EVGA SuperNOVA 1300 G2 PSU. It made more sense when I was running two graphics cards in SLi (and briefly entertained the idea of a third for crypto mining) with a 5960X and Rampage V Extreme. Now I'm moving to a build with the following:

Intel Core i7 8086k
Asus Z370-G Gaming Wi-Fi AC
eVGA 1080 Ti FE
4x8GB Corsair Vengeance Pro RGB DDR4 RAM
Two SSDs, for now one M.2 NVMe and one SATA
4 RGB fans controlled by a Corsair Commander Pro
4 RGB light strips controlled by same
D5 pump

I could probably get by with anything more than 650W for this setup - but am I paying a large efficiency penalty by carrying over a PSU that offers a max of almost twice that?
 
I'm using a very similar system and power it with a 650w Seasonic. My kill-a-watt measures about 460watts from the wall with the thing under full load.

Yeah, you're paying an efficiency penalty, but I kinda doubt the cost of a new power supply will be recouped by the savings of the handful of watts lost over the life of your new system.
