program to change stereo bias in bulk?

Got some concert tracks that are right-side heavy in volume and I'd like to center it up a bit.

Was curious to know if there's a program that allows stereo balance manipulation over multiple files? I can convert them to whatever would help make this work... flac, shn, mp3, wav etc
 
I know theres a plugin for winamp called stereo tool that I think does it. But it doesnt edit the file, only changes it during playback! Ive got a load of programs that would do it, but their not really simple. One slightly old program called goldwave has a really simple balance correction, and you can get a demo from various places that you can use up to so many actions (more than enough for what you want to do) and you can set presets if their all the same.

For the 'gain' effect:
Given the -e option, the levels of the audio channels of a multi-channel file are `equalised', i.e. gain is applied to all channels other than that with the highest peak level, such that all channels attain the same peak level (but, without also giving -n, the audio is not `normalised').

A typical command would be something like (most typical formats are supported - and plenty of atypical ones - depending on the particular build you're using):
