Problems with a free emachine

I got a free T2040 emachine from my cousin yesterday. He said that the last time he had it running he had no issues with it.

I go to hook it up today to see what i can do with it... i plug in the power supply and it just turned on. but it didnt really turn on. the psu fan started going, the power led turned on, and the cpu fan spun up. The hdd did not spin up, i couldn't eject the optical drive, and nothing comes up on the monitor. I go to turn it off via the power button and nothing happens. I hit the power button quite a few more times but it doesn't seem to be doing anything.

Here's what i've done so far but with no other results:
-New, higher wattage power supply
-different ram
-different hdd

also, thinking the problem might be a short in the power button, i unplugged it. no results.

any ideas?
 
Hold down the power button for 4-10seconds, which should turn it off.

The most common problem with eMachines is that their super low quality PSUs kill their refurb mobos. I'd try another PSU first, and if that doesn't work, its most likely the mobo.
 
power button does nothing and i've already tried a different power supply, as stated above.
 
Now follow the steps in the Basic Troubleshooting Guide on what to do when the system does not boot.
 
As stated above, you can go through all the other things in the guide. However, as stated above, you most likely have a dead mobo.
