problem: powersupply or mobo?

selling my rig. tried to put it in customers old dell case, not
compatible. [no standoffs for mobo and a ribbon connector for
powerbutton and front usb/sound] reassembled dell and it will not
start. led in power button just blinks. neither ps fan nor cpu fan
come on. no bios screen. dell is about 2001 era- has rdram memory,
just to date it.

so i put my antec earthworks 430d ps on it to try to get dell fired up
and no-go.
now i read in wikipedia not a good idea to mix match things with dell.
they have different config on ps wiring.

now i cannot start my computer.

i never had a case and started it by crossing pins with small
screwdriver.

googled for troubleshooting. i have crossed pins 14 and 15 on atx
cable, not hooked up to mobo. [ http://www.duxcw.com/faq/ps/ps4.htm ]

and both ps will start this way. i checked the antec 6 pin connector
while running, not connected to mobo i get 5 v from one set and 12 v
from two other sets. not sure if this is right or all three sets
should be 12 v.

anyone have some ideas on how to further troubleshoot?

my mobo is gigabyte ga -ma790x-udp4

If the PSUs are starting just fine when you jump them, then probably the mobo is the problem or you somehow connected the motherboard the wrong way.
