I'd go with a Corsair 750TX, the 60 amp 12v rail should handle quite a lot of drives.
that many drivers the bgi strain will be on boot, i have a corsair 650 and when i used all 8 SATA ports the system wouldnt boot power on, cut out, power on cut out, WHY give 8 SATA ports if it cant power 8 drivesd!
i took one off and it worked fine.....
the 750 should work fine.... splitting between SATA and 4pjn molex with splitters.
what are the other specs of the server
Corsair 750TX or PC Power & Cooling Silencer 750 are two good choices. Hell, it's been shown that they could power 20 drives if the main PC is low powered enough:

So for your system, either of those PSUs will be good for 16 drives.
use two power supplies
Or use hot swap bays and a RAID controller that support staggered spin-up.

You Reckon my current Silverstone Strider 750w will handle 20 drives Ockie as well as everything else?
