I am building a new system
It will have
4 gb pc 8500 DDR2 memory
amd am2 6000 cpu
Ati radeon 3870 overclocked edition video card
1 Sata 500 gb hd
2 320 GB ide hd
2 dvd burners


I am looking at either the

Raidmax Hybrid
RAIDMAX HYBRID 2 RX-730SS 730W ATX12V V2.2/ EPS12V SLI Ready CrossFire Ready Modular Modular LED Power Supply

or
OCZ OCZ StealthXStream OCZ600SXS 600W ATX12V / EPS12V SLI Ready Active PFC Power Supply
 
Neither. Raidmax selects/brands so-so PSUs and that OCZ StealthXStream is based on the Episilon platform which is well known for being inconsistent in terms of quality. So neither of those choices are good.

I recommend getting the Corsair 550VX or 750TX:
Corsair 550VX 550W PSU - $85
Corsair 750TX 750W PSU - $105

Also, why the HD3870? Why not get the HD4850?
