Power Supply Problem

I just tried plugging up an file server of mine that's been off for about a month. As soon as the power cord goes into the PSU, it starts 'ticking/hissing' really quickly ( a few times per second ). Then, as soon as I pull the plug out, it continues to do the hissing or ticking, but at a delayed rate ( about 1 time per second ).

I assume my power supply is shot?
 
It's a Bestec so yeah I would not be surprised if it was shot.
