Power Issues In Apartment Building

My friend had power issues in his apartment building and ever since then he has been noticing worse pc performance. The power issues are fixed but his pc isn't running like it used to. Is there anything we can do to check if something is wrong with his pc and what could be wrong? Thanks!

Could have damage the whole system i would invest in a good surge protector first.
You can try to test the comp by:
Memory: Memtest86+
Hard Drives: Ultimate Boot CD
GPU: FurMark
Power Supply: Power Supply tester which will measure the voltages
CPU: Prime95
MB: its hard to test
 
Those voltages don't mean anything. Software voltage readings are rarely even remotely accurate. Use a digital multi-meter to measure PSU voltages.

With that said, power issues generally don't mean lower PC performance. Lower PC performance is due to whole other variety of factors but generally not power related. Try reinstalling the drivers and see if that helps.
 
Your temps seem kind of hot on the cpu, is it throttling itself?
