Power consumption

What is empty ram? Modern OSs like windows 7 or linux will try to use nearly every byte of ram as a disk cache even though your applications may not be using the ram.

Edit: Also even if the OS currently is not using some part of the memory, the ram chips would not know that so they would still have to periodically refresh and retain everything anyways.
