POST problem looping-reboot on new computer

Having trouble fixing a problem with a computer with the following setup

CPU: i5 2500k boxed
RAM 2x4gb corsair 1600CL9 (CMZ8GX3M2A1600C9)
GFX: GTX 560 TI EVGA
HDD: WDC SATA6 1TB 7200 rpm black edition
DVD sata drive
Running windows 7 64-bit with newest BIOS version.

The setup is having big trouble starting up. If you cut the power for some time you can be lucky to start it up and the PC speaker bips one time. When its rebooting (like in a windows installation) there's a big chance (like 90%) that the problem appears.

You can hear it reboots and try to start up for like 5 seconds before it reboots again automatic (no speaker bip happens in this loop).This reboot loop can go on forever but sometimes you can be lucky that it start up correctly again.

Managed to get windows 7 installed and if you shutdown or reboots from windows the problem are still there. Even from BIOS when saving settings and reboot, this problem still happens.

First thing tried was to update BIOS to the latest version. Tried unconnecting all sata drives but the restart from BIOS still made it go into the rebooting loop. Tried pulling one RAM block out and afterwards replacing it with the other. Tried replacing the GFX card (also in different slots). The 8pin and the 24pin power cord has been connected to the motherboard.

BIOS: Tried enabling "Power by PCIE", disable Marvel storage controller, disable PLL voltage overload. BIOS has been cleared many times by taking out the battery and following the step in the manual with the jumper. Tried to change the RAM timming to manual settings

The MemOK test light are flashing on pulse shortly at startup and this are happening on both a working bootup and when looping.

Any help are welcome :D

PS.. When the reboot loop happens, the screen is always black. No boot logo or nothing comes on the screen and no pc speaker bips.

EDIT:::: the mobo is a ASUS p8p67-m pro board

You forgot to list what mobo you have. In any case, sounds like a defective mobo to me.
 
Ya iam guessing either PSU or mobo too. I have edited the main topic with the model of the motherboard.

But still hoping for more feedback and maybe a quick fix
