Any case can be silent and quiet depending on the fans and HSF you use. In addition, adding sound dampening material to a case would help cut down the noise a bit.

But right the top "quiet" case is the Antec P182 and Antec Solo
gigabyte 3d aurora. with the stock 3x 120m fans, it is silent.

Just get a benchtop thingy like this (then the stuff that still gets hot can just convect)...

And then run all the hoses into another room where you can use a radiator w/ fans, or just use an array of passive radiators like these:

FWIW, I made my own 6' tall version of those innovatek convection radiators by buying a eight 6' lengths of starfinned pipe commonly used in greenhouse heating...

The computer doesnt even raise the temperature in the pipes hardly, and it looks like a piece of art on the wall. There are also loads of passive radiators like this sold in Europe/UK... look at B&Q online for example (the UK Home Depot). They are used for heating with hot water... but they also make great radiators for computers... and some are just sick looking.
