PCI-E 4x card in PCI-E 16x slot

I am not sure since usually the slots are for 16x or 8x, but since it is less than those it may also work since it isn't using its full potential.

seconded. hell you could put a 16x card in a 1x slot, the performance would suck but i would wok
Well technically you couldn't they're physically incompatible.
The 4x card though easily fits the 16x slot.

i think that most 1x slots are closed off at the end. it should work in a 4x slot though

You can buy little adapter cards that allow you to plug a x16 card into a x1 slot. Of course, then the card sits a little too high and you can't screw it in. We use them in our labs for testing all the time. Additionally, if you're proficient with a Dremel or similar rotary tool, you can slice open the back edge of a x1 slot and plug a wider card into it. ;)
